Responsible for managing Real Property Taxes on the real estate portfolio. This position reduces real property tax liabilities in thousands of jurisdictions by developing innovative approaches to reduce real estate assessment valuations and securing property tax reductions through the appeals process. It works with the core acquisition team on real estate tax risk issues related to merger and acquisition activity. The position also ensures compliance with tax laws and regulations. 

Job Responsibilities

  • Minimizes the overall tax liability by developing innovative approaches to reduce real estate assessment valuations and transfers tax knowledge to real estate tax appeals personnel.
  • Analyzes proposed assessments for potential appeals and proposed settlements for potential tax savings.
  • Leads real estate tax appeals for all Walgreens properties, and provides monthly status updates of the pending appeals and tax savings. Assigns state and/or regional responsibilities to staff reviews and evaluates results against performance metrics, and establishes areas of focus. Collaborates with Personal Property Tax to minimize taxation of personal property.
  • Manages real estate property tax consultants and attorneys, including preparation and negotiation of contracts. Manages tax settlement negotiations with jurisdictions, at all levels; county and state. Reviews and authorizes payment of fees and expenses for professional services within prescribed limits. Also manages local attorneys, consultants and appraisers in an effort to reduce property tax liability for Walgreens properties in various states.
  • Develops comprehensive quarterly real estate appeals reports for the CFO, Real Estate Divisional VP, Tax Divisional VP, Real Estate Regional Vice Presidents and Real Estate Regional Managers to address the short and long-term impact of the real estate appeals process.
  • Monitors and advises the company with respect to local property tax legislation and regulatory developments and any pending legislation, and communicates any property tax impact. Collaborates with Government and Community Relations to monitor legislation and to support or oppose tax legislation. Identifies, evaluates and implements innovative property tax planning opportunities.
  • Interfaces with all Business units and other Corporate departments to understand specific business requirements and collaborates to ensure those requirement are met. Collaborates with the Real Estate Department and other business units to identify and respond to continuously changing facts and circumstances impacting the market value of Walgreens real estate.
  • Develops and maintains a professional rapport with assessing officials of those jurisdictions affecting company units and facilities, as well as property tax peers in the retail industry.
  • Collaborates with Shared Services and Drugstore Finance and Results to determine and develop property tax budgets.
  • Manages the review of lease agreements pertaining to leased company properties to determine property tax liabilities, rights and responsibilities with respect to real estate tax appeals. Collaborates with corporate accounting to ensure proper reporting of tax information.
  • Responsible for management of real estate tax appeal software systems. Identifies process improvement, benefits, potential tax savings, and maximizes the accuracy of tax records through efficient use of systems.
  • Oversees compliance with property tax laws and regulations, SOX tax controls and supporting documentation. Complies with discovery requests and interrogatories. Meets and negotiates with government officials and consultants to develop action plans to address and resolve tax compliance exposures and opportunities. Reports to management tax compliance issues and recommendation for solutions. Reviews and approves property audit related documentation
  • Develops, monitors, coaches and manages staff ensuring the development of employees through orientation, training, establishing objectives, communication of rules, and constructive discipline; builds employee morale, motivation and loyalty.

  • Bachelor’s Degree and at least 6 years of experience or High School/GED and at least 9 years of experience. The experience should be in Real Estate Tax with an accounting firm, law firm, or company with sales in excess of $1 billion.
  • Experience with technical property tax laws and regulations, tax planning, appeal procedures, and assessment and valuation theory and principals; experience in negotiations with government officials; experience with legal, financial and tax documents required for filing protests, appeals and lawsuits, reviewing lease agreements, managing outside counsel, and for executing closing and settlement agreements.
  • At least 4 years of experience with property tax laws and regulations and their application to a complex business model.
  • At least 1 year of experience of cross functional team leadership
  • Juris Doctor with 6 years of experience - or - Master’s Degree in Taxation or MBA with 9 years of experience - or - Bachelor’s degree with 12 years of experience. The experience should be in Real Estate Tax with an accounting firm, law firm, or company with sales in excess of $1 billion.
  • Certified Member of the Institute for Professionals in Taxation
  • State license to practice law
  • At least 10 years of experience with property tax laws and regulations and their application to a complex business model.
  • At least 5 years of experience managing people, including hiring, developing, motivating, and directing people as they work.
