Oversees and manages the University of Maryland, College Park’s payroll operations, tax policy, compliance and strategy. The Payroll responsibilities include ensuring proper preparation and timely processing of payroll in compliance with applicable federal and state laws; evaluating and improving the payroll processes as needed including automation and system modernization; and supporting decision-making using data analytics. The Tax responsibilities include ensuring proper and timely submission of the University’s tax reporting; researching tax issues using authoritative guidance; providing tax guidance to the University’s departments, as requested; maintaining current, ongoing knowledge of tax issues affecting higher education and tax-exempt organizations; maintaining relationships with external tax advisors; and serving as the university’s primary tax expert.

Minimum Qualifications:

Bachelor’s Degree in Accounting or Tax Management from an accredited college or university is required.
Eight years of relevant experience in management of large payroll operations and/or administering and leading tax policy.
Strong knowledge of tax laws (including payroll taxes and accounting principles and practices applicable to complex not-for-profit organizations, especially higher education related). Strong analytical skills, critical thinking, attention to detail, effective verbal and written communication skills, sound judgment and decision-making.


Relevant experience at a USM institution and/or at an Agency of the State of Maryland is desirable.

  • Ability to multi-task and prioritize assignments in a fast-paced, deadline-driven environment.
  • Ability to analyze and interpret financial reports, legal documents or professional publications.
  • Detail oriented and accurate with sound critical analysis and decision-making skills.
  • Ability to prepare technical and analytical reports and executive summaries.
  • Strong project management skills to establish work plans, set deadlines, manage conflicting priorities and ambiguous situations, and lead teams to successful project completion.
  • Excellent interpersonal communication skills, including strong negotiation, group facilitation, and consensus building skills to collaborate with and influence others, navigate complex agency frameworks, and work effectively with diverse internal and external constituencies of various organizational levels.
  • Strong work ethic, professionalism, and discretion; ability to prioritize, manage and fulfill multiple responsibilities in a time-sensitive manner.
  • Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and handle various situations.
